Artificial intelligence is finally making its way into the French public service with the launch of “Albert,” an initiative deployed by the State. This project, which has been in a testing phase over recent months, aims for a widespread rollout scheduled for 2025. However, the path toward democratizing AI within the public service could be full of obstacles. <\/p>\n

Albert: The Public Service AI<\/h2>\n

At the heart of this innovation, the Interministerial Digital Directorate (Dinum<\/a>) has committed to developing the “Albert” AI. This generative AI model is based on open-source technologies, integrating Meta’s Llama 3.1<\/a> and Mistral models. <\/p>\n

This approach aims to guarantee a certain level of technological sovereignty for France, although this sovereignty is partial, given that Meta, a major player in the sector, is involved in the development.<\/p>\n

Albert AI: A Gradual Rollout Across the Administration<\/h2>\n

The Minister for Public Service, Laurent Marcangeli, is preparing to unveil a plan detailing Albert’s integration into public services. Currently, the AI rollout has begun with advisors at France Services centers, who provide assistance to citizens with their administrative procedures. <\/p>\n

It is now being called “Albert France Services.” To date, around sixty agents have used the Albert AI across thirty service windows that tested this technology, particularly for email management, information searches, and text generation. <\/p>\n

An API open to all State services,<\/h3>\n

To facilitate Albert’s integration into various administrations, a programming interface (API) has been available since last summer. This allows government entities to incorporate this technology into their own services. <\/p>\n

Sectors such as Culture and Justice have already begun experimenting with this new AI, showing a growing interest in its potential. Will the French administration be more efficient thanks to this tool? <\/p>\n

But some services are reluctant…<\/h3>\n

However, the enthusiasm is not shared by everyone. The General Directorate of Public Finances has decided not to adopt Albert, preferring to develop its own artificial intelligence solution. <\/p>\n

This reluctance raises questions about Albert’s efficiency and reliability, especially since some users have reported “hallucinations”\u2014meaning errors or unexpected responses, a common problem observed with new language models like the Lucie AI<\/a>, which also drew criticism at its launch.<\/p>\n

It is also worth considering that if artificial intelligences such as Yiaho or the ChatGPT tool<\/a> are freely accessible on the internet, public service agents will always have the freedom to use any other AI they find more effective.<\/p>\n

The fear of losing one’s job<\/h2>\n

One of the main barriers to adopting Albert is the fear among administrative agents regarding their job security. With the rapid advancement of AI, many employees fear being replaced by machines in the near future. <\/p>\n

This concern is even more pressing as French leaders might view AI as a solution to reduce staff numbers and save money, given the country’s delicate financial situation.<\/p>\n

The launch of Albert represents a significant step in modernizing the French public service. Nevertheless, ethical, organizational, and human challenges remain to be overcome to ensure the successful integration of artificial intelligence into public services. <\/p>\n

It remains to be seen how Albert will establish itself in the face of legitimate concerns surrounding its deployment.<\/p>\n
