A small village named Fouju, located in Seine-et-Marne in the Île-de-France region, with barely more than 600 residents, is set to become the beating heart of Europe’s digital revolution and artificial intelligence. With the announcement of a massive AI-dedicated complex, this quiet corner could well symbolize France’s bold shift toward assertive technological mastery.
This project, unparalleled in Europe, is based on a joint venture involving international and French players. Initial work will begin to make the first section operational in 2028, with full completion planned for 2033.
AI Campus in Fouju: Development Timeline and Funding
The entire project requires a total financial commitment of 50 billion euros. The initial 10 billion euros will target foundations and early construction. Announced at the Choose France summit in May 2025 in Versailles, this program is part of a broader strategy for AI in France, following the AI Action Summit in February.
The specific location in Fouju was confirmed in September 2025, after discussions on several sites in Île-de-France.
The Entities Behind the Project
This joint venture brings together:
- MGX, the Emirati sovereign fund dedicated to advanced technologies,
- Bpifrance, the French public investment bank,
- Mistral AI, a French specialist in generative AI models,
- NVIDIA, an American expert in computing infrastructure.
MGX brings expertise in AI investments, while Bpifrance provides local support for innovation. Mistral AI, valued at nearly 12 billion euros in September 2025, contributes high-performance open-source solutions. NVIDIA supplies the hardware technologies for high-performance environments.
Technical Components and Objectives
The campus will integrate modern data centers, offering massive computing capacity. These facilities will support large-scale testing and real-world development. Dedicated areas for education and research will foster specialist training and academic collaborations.
The site’s resources will target key sectors such as healthcare, mobility, energy, finance, and industry. This will enable broad AI integration, with an emphasis on European digital sovereignty.
Locally, the project will generate several hundred jobs in Fouju, boosting the regional economy. A public consultation phase is planned in the coming weeks to gather residents’ input on the developments. This campus represents a strategic step in positioning Europe in the global AI race, combining foreign investment and local expertise.
