During the Choose France 2025 summit, held at the Palace of Versailles, a major project was unveiled: France will host Europe’s largest artificial intelligence campus in the Île-de-France region.
Announced by President Emmanuel Macron, this ambitious project is part of a strategic partnership between France and the United Arab Emirates, marking a key step in the global race for technological innovation.
A monumental AI project to compete globally
This AI campus, compared by Emmanuel Macron to the American Stargate initiative, aims to position France as a European leader in artificial intelligence. With a planned capacity of 1.4 gigawatts by 2030, it will integrate cutting-edge infrastructure, including a giant data center, high-performance computing capabilities, as well as spaces dedicated to education and research.
This project is part of a global package of 109 billion euros in private investments announced for AI development in France, unveiled during the AI Action Summit in February 2025.
The campus aims to be an open platform, covering the entire AI lifecycle: from model design to training, deployment, and concrete application in strategic sectors such as health, energy, mobility, finance, and industry. This integrated approach seeks to strengthen French technological sovereignty while promoting massive adoption of AI in the national and European economies.
A major international and French alliance
This project is based on a joint venture bringing together leading players.
- The Emirati fund MGX, specializing in AI and advanced technologies,
- The French public investment bank Bpifrance,
- Mistral AI, recognized for its advances in generative AI,
- The American giant NVIDIA, a world leader in computing infrastructure for AI.
This collaboration illustrates a desire to combine international expertise and French know-how to create a unique infrastructure.
Other renowned French partners are also participating in the project.
- Bouygues will contribute its construction expertise,
- EDF and RTE will ensure low-carbon energy supply, essential to meet the colossal energy needs of the campus, equivalent to the output of an EPR nuclear reactor.
- Fiber optic operator Sipartech will ensure optimal connectivity,
- École Polytechnique will play a key role in the academic dimension, with the creation of a teaching and research chair in partnership with the Mohamed Bin Zayed University of Artificial Intelligence in the Emirates.

A clear timeline and multiple challenges
Construction work is expected to begin in the second half of 2026, with commissioning planned for 2028. This infrastructure, with an initial investment estimated at 8.5 billion euros for the first phase, aims to make Île-de-France a leading technological hub.
In addition to strengthening France’s competitiveness, the project aims to create direct and indirect jobs, while attracting the best global talents in the field of AI.
However, this project also raises questions. The massive energy needs of data centers spark debates about their environmental impact, despite EDF and RTE’s commitments to decarbonized energy. Furthermore, collaboration with non-European players, such as MGX and NVIDIA, raises questions about data governance and sovereignty, a crucial issue for Europe.
AI: A European ambition in a competitive context
Facing American dominance with OpenAI and Chinese dominance with Deepseek in this sector, France is banking on a “cooperative sovereignty” approach, combining international partnerships and local excellence. This campus, by bringing together public, private, and academic actors, could redefine European ambitions in AI, while laying the foundations for a sustainable and competitive infrastructure.
The future AI campus in Île-de-France embodies a bold vision for France and Europe. By combining innovation, research, and concrete applications, it could not only strengthen France’s position in the global AI race but also shape the continent’s technological future.
